Jacksonville Approves 1,559 New Homes: What Buyers Should Know

Jacksonville has approved plans for 1,559 additional single-family homes in five Northside and Westside communities. See where builders are expanding and what it means for buyers.

Jacksonville’s new-construction pipeline is growing again. The city recently approved plans covering 1,559 additional single-family homes across five major subdivisions on the Northside and Westside.

The approvals involve communities by D.R. Horton, Lennar and Meritage Homes, along with a new development planned by Andre Land Holdings. For buyers, this means more homesites and floor plans may become available but it does not mean all 1,559 homes are ready to purchase today.

Civil-plan approval is an early development milestone. Roads, utilities, drainage systems, homesites and amenities still must be built, and individual homes generally require separate permits before construction begins.

The Arbors: 519 additional Northside homes

D.R. Horton received approval for phases four through six of The Arbors, near Jacksonville International Airport. The three phases are expected to add 519 homes, bringing the reported planned community total to 1,096 residences.

The plans reportedly include 165 homes on 40-foot-wide lots. Smaller lots can provide a lower-maintenance option, but buyers should compare lot premiums, setbacks, driveway space and the distance between neighboring homes before selecting a homesite.

Seaton Creek: Lennar continues its Northside expansion

Lennar is preparing phases five through nine at Seaton Creek, a master-planned community near Pecan Park Road and Jacksonville International Airport.

The newly approved phases are reported to include approximately 406 homes and 4.8 acres of active recreation space. Lennar currently markets homes in the community with access to a clubhouse, swimming pool, fitness center and pickleball courts.

There are numerical conflicts in the original report concerning Seaton Creek’s lot breakdown and eventual community size. For that reason, buyers should not rely on the published final-home count when making a purchase decision. The builder’s current plat, phase map, HOA documents and Community Development District disclosures should be reviewed for the specific homesite under consideration.

Cope’s Landing: 368 more homes

D.R. Horton also received approval for phases four through seven of Cope’s Landing on Jacksonville’s Northside.

Those phases would add 368 homes, increasing the reported planned total to 828 residences. The nearly 400-acre development is expected to preserve approximately 155 acres of wetlands and provide more than 14 acres of active recreation space.

Wetlands and conservation areas can create attractive views and additional separation, but buyers should confirm whether a homesite carries a premium and whether nearby land is permanently protected.

Cecil Pointe: a new Westside community

Cecil Pointe is planned for a 92.81-acre property on McClelland Road. The development would include 147 single-family homes 85 on 40-foot-wide lots and 62 on 50-foot-wide lots.

Plans also call for approximately 47.7 acres of preserved wetlands and 1.59 acres of active recreation space. Because this is a new development rather than another phase of an established community, buyers should watch for announcements identifying the homebuilder, floor plans, pricing, HOA structure and construction schedule.

Tidewater: 119 homes near Ringhaver Park

Meritage Homes’ planned Tidewater community would add 119 single-family homes near Ringhaver Park and Seaboard Avenue, off Blanding Boulevard.

The reported plan includes 108 homes on 40-foot-wide lots, 11 homes on 50-foot-wide lots and 1.19 acres of active recreation space.

What these approvals mean for Jacksonville buyers

More approved homes create future choices, but buyers should keep the announcement in perspective.

More inventory may improve buyers’ negotiating position

As new phases open, builders may compete through closing-cost assistance, interest-rate incentives, design-center credits or price reductions on completed inventory. The advertised incentive is not always the best deal, however. Buyers should compare the total monthly payment, cash required at closing and long-term cost of the financing.

Not every approved home will be available immediately

Development normally occurs in stages. A community may have approved homesites while roads and utilities are still under construction. Release dates, lot availability, floor plans and prices can change before sales begin.

Representation matters when purchasing from a builder

The onsite sales representative works for the builder. Buyers should have their own Realtor review the contract, incentives, financing options, inspection rights, construction deadlines, HOA documents, CDD obligations and warranty terms.

In most communities, the buyer’s agent must accompany or register the buyer during the first visit. Contacting your Realtor before touring a model home helps protect your ability to receive representation.

The larger Jacksonville construction picture

According to the Jacksonville Business Journal’s August 6 report, Jacksonville had approved 4,106 single-family homes across 15 subdivision plans containing at least 100 units during 2026 through that date.

That does not automatically mean the market has returned to rapid price growth. It does show that builders and developers continue preparing for Jacksonville’s long-term housing demand, particularly in growth corridors on the Northside and Westside.
